Parliament should legislate for civil unions because there is not yet enough parliamentary support for same-sex marriage, Liberal frontbencher Malcolm Turnbull says.

Speaking in Parliament this morning on a bill to legalise gay marriage, Mr Turnbull said even if Coalition MPs were allowed a conscience vote, the bill would probably be defeated. But he said a future parliament would make the change.
