THE president of the NSW upper house, Liberal MP Don Harwin, says civil unions are a poor substitute for full marriage equality.
Mr Harwin said excluding gay couples from the institution of marriage was discrimination that must end.
“(It’s) a powerful and harmful message from the parliament that these relationships are not regarded as equal and are not as valued,” Mr Harwin said in submission to a Senate inquiry into proposed gay-marriage laws.
