Civil celebrants say same-sex couples are putting off commitment ceremonies in the hope that full marriage equality laws will be passed by federal parliament this year.
Marriage celebrant network director Sarah Cummings says over the past year her group, Engage Celebrants, has noticed a drop-off in the number of same-sex couples booking commitment ceremonies.
